Since 2017, the Shanghai Entry-Exit Inspection and Quarantine Bureau has established an import inspection procedure for enterprises to import “cycling certification” under the existing legal framework system. At present, after importing a vehicle with a sample delivery notice issued by a certification body, the import enterprise may, under the supervision of the port inspection and quarantine department, send samples to the motor vehicle testing laboratory for testing. After passing the prescribed test items and obtaining the CCC certificate for bicycle certification, the import and export documents, the bicycle certification CCC certificate and the laboratory inspection report shall be re-declared for import according to the general trade method, and the Shanghai Entry-Exit Inspection and Quarantine Bureau shall pass the vehicle for inspection.
