Heavy-duty commercial vehicles also need to save energy and reduce emissions.


Recently, the "Civil Fuel Consumption Limit for Heavy Commercial Vehicles" drafted by the China Automotive Technology and Research Center (third phase, draft for consultation) has been completed and is being submitted to the Ministry of Industry and Information Technology for approval. Among them, it is determined that the “overall limit of fuel consumption based on 2015 is about 15% in 2020” as the overall energy saving target. The author believes that if the implementation of the third phase of standards, it has important significance for China's environmental protection, energy-saving emission reduction and the development of commercial vehicle industry.

At present, China's auto consumption of gasoline and diesel accounts for about 55% of the country's total consumption of gasoline and diesel. More than 70% of the newly added annual oil consumption is consumed by new cars. Data from the China National Petroleum Corporation’s Institute of Economics and Technology shows that in 2015, China’s apparent oil consumption was about 543 million tons, and the net oil import volume for the year was 328 million tons, and the foreign dependence exceeded 60% for the first time. It is expected that in the coming period of time, China’s car ownership will continue to grow, and the resulting energy shortage will become more prominent. Although heavy-duty commercial vehicles account for only about 10% of the total automobile production and sales volume, due to the high fuel consumption per 100 kilometers and the longer mileage, the total oil consumption of the heavy-duty commercial vehicles accounts for much more than the proportion. Commercial vehicles are one of the main consumers of fossil energy. Reducing the fuel consumption limit of commercial vehicles not only helps protect the environment and saves energy, but also has important significance for protecting China's energy security.


At present, the United States, Japan, Europe and other countries and regions have formulated or are formulating regulations for fuel consumption and greenhouse gas emissions for heavy vehicles. On August 16 this year, the United States issued the second phase of the "fuel efficiency and greenhouse gas emissions" standard for medium and heavy commercial vehicles. This standard will be implemented in stages from 2018 to 2027. The ultimate goal is to reduce fuel consumption and greenhouse gas emissions by 10% on a 2017 basis by 2027, and increase truck transport efficiency by 25%. After the implementation of the standard, it will eventually reduce carbon dioxide emissions by about 1.1 billion tons, enabling owners to save fuel costs by about 170 billion US dollars and reduce oil consumption by 2 billion barrels. The author has learned that the current standard specification for heavy-duty vehicles in our country has a certain gap compared with the United States and Japan. If the standard for fuel consumption of heavy-duty vehicles does not “go with the times,” the gap between the advanced international standards and the level will increase.

The reduction of fuel consumption of the entire vehicle and the improvement of the technology of the core components such as the engine, as well as the upgrading of the transmission efficiency, steering system, and the technical level of the electronic control system all have a lot to do. In order to meet the new standards, complete vehicles and parts companies need to apply more advanced energy-saving technologies. For example, the improvement of engine technology may require the use of advanced engine exhaust gas preheating technology. The matching of the engine and the vehicle is also very important. The entire vehicle company must work closely with the component companies on technologies to improve transmission efficiency and reduce fuel consumption. In addition, reducing vehicle fuel consumption is also closely related to vehicle quality. Using aluminum materials can achieve lighter vehicle weight. The implementation of new standards may promote the research and application of aluminum materials. The author understands that some companies have begun to study aluminum frames for heavy vehicles. If the third stage standard is implemented, it will undoubtedly promote the technological upgrading of the commercial vehicle industry, including the improvement of parts and components technologies such as vehicles and engines, and strengthen the application of new technologies and materials.

In addition, the "Limit of Fuel Consumption for Heavy Commercial Vehicles" is a national mandatory standard. Encouraging advancement and eliminating backwardness are important criteria for mandatory standards. Once the standard is implemented, parts companies, such as vehicle companies and engines, as well as the oil industry, will be directly or indirectly affected. It can be imagined that by 2020, the pattern of China's heavy-duty commercial vehicles will face adjustments, and even entire companies in the commercial vehicle industry chain will suffer. The continuous upgrading of the fuel consumption limit standard will not only promote the technical upgrading of vehicle products. In the long-term, with the gradual improvement of relevant national standards and industry regulations, it will also promote the transformation and upgrading of the organizational structure, management level and manufacturing mode of China's heavy-duty commercial vehicle enterprises. Commercial vehicle manufacturing companies will develop development-oriented organizational structures, fine management, and smart manufacturing. In summary, the author looks forward to the "Civil Fuel Consumption Limits for Heavy Vehicles" (third phase) standards introduced as soon as possible and play a role.

However, the author has learned that in addition to the “Limits on Fuel Consumption of Heavy Commercial Vehicles” formulated by the Ministry of Industry and Information Technology, the current standards are the “Limits and Measurement Methods for Fuel Consumption of Operated Trucks” (JT719) of the Ministry of Transport. The medium- and heavy-duty truck manufacturers need to register two standard inspection reports under the same model with the Ministry of Industry and Information Technology and the two ministries and commissions of the Ministry of Transport. This not only increases the testing cost of commercial vehicle manufacturers, but also increases the approval process for vehicle-using companies. The author believes that since these two standards measure the fuel consumption limit of commercial vehicles, they may be combined to reduce the burden on enterprises and avoid inconsistencies in content.
