Violation of REACH Chinese products was rejected two hundred times in three years

The number of systems (RAPEX) notifications has reached approximately 200, of which nearly 100 were notified in 2010 alone, and the total number of notifications was ranked first in all countries.
The products recalled by RAPEX were mainly plastic toys, scarves and clothing. Among them, the main reason for the notification of plastic toys is that the product contains an excessive amount of phthalates. According to the REACH regulation, ordinary toys or childcare articles, as well as children's toys and childcare articles that can be placed in the mouth, may contain certain specific phthalate concentrations not exceeding 0.1%. The main reason for the recall of textiles is that the contained azo dyes release carcinogenic substances. After these products were notified, they had been banned from selling, and some were even destroyed. Products with the same problems were refused entry into the EU.
Ding Yong told the CCIN reporter that the RAPEX notification is just the tip of the EU’s iceberg for REACH enforcement. Following the launch of the first REACH joint law enforcement in April 2009, the EU has implemented more than 200 REACH joint law enforcement inspections. The enforcement of the REACH law in EU countries continues to increase. At present, the European Chemicals Agency is building a REACH registration information platform that is shared with the customs. After the platform is successfully built, the EU Customs REACH sampling inspection will become a routine inspection. This will bring a severe test to China's chemical-related products.
It is understood that EU countries have different enforcement of REACH regulations, of which the United Kingdom and Germany have the most severe penalties. In addition to setting a very high fine, the United Kingdom can also impose criminal penalties. In Germany, a penalty of up to 100,000 euros will be imposed for illegal acts caused by negligence of registration. Imprisonment resulting from negligence of authorization will be punished with imprisonment of one year or appropriate fine; if it is harmful to human health or the environment, Will be sentenced to imprisonment of up to 5 years.
