Zhang Jian, who has been working in Dongting Lake for many years, found that 60% of the dredger's diesel engines were installed on the deck, and the waste oil was directly discharged into the lake. In processing, waste oil recycling bills are opened according to the amount of waste oil absorbed, and heavy penalties will be imposed by the competent authority on shipowners who do not receive bills. In addition, if a shipwreck accident and waste oil and household waste pollution incident handling mechanism is established in the competent authority, and there is no penalty for receipt of non-pollution-receiving bills and competent authorities, maritime affairs cannot be subject to inspection.
