The National Development and Reform Commission issued the “Enforcement Rules for New Energy Vehicle Production Access (Draft for Soliciting Opinions)†(hereinafter referred to as the “Draft for Commentâ€) to encourage companies to research, develop and produce new energy vehicles.
In this “Draft for Commentâ€, the NDRC stated that this rule applies to new energy road vehicles manufactured and sold within the People’s Republic of China.
The National Development and Reform Commission defines new energy vehicles as using unconventional vehicle fuels as a power source (or using conventional vehicle fuels and adopting new vehicle-mounted power plants), advanced technologies for integrated vehicle power control and drive, and advanced technological principles. , with new technology, new structure of the car; but does not include the purchase of new energy vehicles complete vehicles, two types and three types of chassis modified cars. New energy vehicles include hybrid electric vehicles (HEVs), pure electric vehicles (BEVs, including solar cars), fuel cell electric vehicles (FCEVs), and other new energy sources (such as supercapacitors, flywheels, and other high-efficiency energy storage vehicles); Vehicle fuel refers to fuels other than gasoline, diesel, natural gas (NG), liquefied petroleum gas (LPG), ethanol gasoline (EG), methanol, and dimethyl ether.
The National Development and Reform Commission plans to divide the new energy vehicles into three different technical stages: start-up phase, development phase, and maturity phase, based on the maturity of the vehicle, system, and key assembly technologies of new energy vehicles, the degree of improvement of the country and industry standards, and the degree of industrialization. The NDRC stated that it will adopt different management methods for products at different technical stages. In the initial stage, products can only be used for small-scale trial production and demonstration operations under the approved regions, scopes, and conditions. During the development period, the products are allowed to be mass-produced and can only be sold and used in the approved areas; mature products and conventional automobiles. The product is advertised in the same way and sold and used in the same way as conventional road vehicles.
In this “Draft for Commentâ€, the NDRC stipulates that new energy vehicle manufacturing enterprises and product access conditions include: production of complete vehicle auto manufacturers, modified commercial vehicle manufacturers, and special vehicles within the existing “Announcementâ€. Enterprises; have the ability to design and develop products; have 7 conditions for product sales and after-sales service capabilities.
In terms of design and development capabilities, companies should establish specialized product R&D institutions that are responsible for the work of product design and development; they should be equipped with professional and technical personnel that are compatible with the design and development work, and be able to timely track the latest development of domestic and foreign new energy vehicle technologies. Situation; Ability to track, evaluate, and translate state and industry technical standards and regulations; complete system development, complete vehicle matching, etc.
The National Development and Reform Commission said that people from all walks of life who are concerned about the development of the auto industry will submit their opinions or suggestions to the Industrial Policy Department of the National Development and Reform Commission before March 28, 2007.
